You can reach the airport by taking the JR Rapid Airport Line from Sapporo city center. You can buy your ticket from the box office or vending machines at the stop with cash or credit card. You do not pay an extra fee for unnumbered seats, but if you want to reserve a seat, you have to pay an extra fee on top of the ticket price.
This train departs every 15 minutes between 08:00 and 22:00 and arrives at the airport after approximately 40 minutes. Outside of these hours, you must use the local train lines. You can find more information about train services on the official pages of the airport and JR (Japan Railways).
There are two bus companies operating between Sapporo city center and New Chitose Airport. These are Hokuto Kotsu and Hokkaido Chuo companies. Both companies leave their passengers on the arrivals floor of the international terminal. Bus services depart every 15 minutes between 05.30 in the morning and 22.30 in the evening. The journey takes about an hour depending on the traffic situation. Stops include Susukino, Sapporo Station, and Odori Park.
You can take any available taxi you see in the city or the next taxi from any taxi stand. Since the foreign languages of the taxi drivers are very limited, you can ask the hotel reception to call you a taxi to avoid the language barrier. It takes an average of one hour to arrive at the airport, which is about 50 km away. It is worth noting that taxis are not a very economical option in Japan.
